Windows 7
Go to the start menu and click on the control panel from this available list.
Select manager accounts option and tap over “Create a New Account”.
In the Create New Account screen, enter the name of a new account that you want to create.
To give the full access to the profile, select the account type as Administrator.
Windows 8/8.1/10
Point the mouse cursor at the corner edge of the screen and swipe in.

Tap on Accounts and select other accounts.
Click to add an account and click sign in without a Microsoft account.
Tap on Local Account and enter a user name for a new account.
If you want to secure this account with a password, enter and verify a password, select a password hint and click over ‘Next’ button.
If, in case the account is not an administrator account, follow the below instruction.
Press the Windows key with ‘I’ key on your keyboard to access the settings app.
Tap over Accounts and choose Family & other people.
Under other people category select the user account and tap change account type.
Now choose administrator from the drop menu and hit to the OK button to end this task.
